N2 - Direct democracy describes a theory of democracy and a form of collective decision-making in which sovereignty is directly exercised by the people. Democracy is direct if it is characterized by citizens making all decisions together with a maximum of equal participation. Direct democracy can be distinguished from representative democracy, which is indirect and centralized, and in which citizens elect representatives for executive offices and parliament.
